Law No. 20,998, which regulates Rural Health Services (SSR) in Chile (formerly known as APR), establishes a regulatory and legal framework that requires community organizations (committees and cooperatives) to manage rigorously in operational, technical, financial and administrative areas.

Regulatory and Financial Management

?Registration and Licensing?

Registration in the Public Registry of Operators of the MOP. The License authorizes the holder as the sole provider of the rural health service

?Tariff Setting?

Use the rate level determined by the Superintendency of Health Services (SISS). The rates seek to recover the essential costs of operation, administration, maintenance, replacement and the contribution to reserve funds.

?Accounting Systems?

Implement a Chart of Accounts according to SISS instructions, identifying operating, maintenance and administration expenses, and distinguishing between permanent and occasional expenses and expenses other than the provision of services.

?Funds and Investment Plans?

SSRs classified as medium and major (more than 300 starts) must constitute a Replenishment and Reinvestment Fund and have a Investment Plan approved by the SSR Subdirectorate. Everyone must maintain a Guarantee Fund of the service.
